Having climbed up a ladder and unscrewed the bezel holding the glass EXIT notice (while balancing the glass on his head or whatever) and then replacing the new bulb while trying to decide what to do with the burnt-out bulb. He climbs down and says WTF or words to that effect and realises that everyone knows what it means and gives up. This is clearly a case of a lazy light-bulb changer.
